Motorists are falling foul of a new 'flash for crash' insurance scheme where fraudsters plough into them on purpose, police warned today.

The latest tactic sees cars lying in wait for victims to exit from shops, car parks or fuel stations.

Fraudsters flash their headlights, offering the victim a right of way to join a main road, but then speed up to ensure their car is hit side-on.

The new tactic has been spotted, and given its name, by automotive anti-fraud investigation specialist APU, which said the flash-for-crash phenomenon had emerged as a worrying trend since the turn of the year.

"It is yet another example of how criminal gangs are becoming more sophisticated and attempting to stay one step ahead of suspicion," said Neil Thomas, APU's director of investigative services and a former detective inspector with West Midlands Police.

He went on: "The adoption of flashing headlights and beckoning the driver results in a 'your word against mine' situation when it comes to apportioning blame.

"By appearing to offer the right of way, the criminal simply continues his journey into a collision, holding the victim at fault for turning across him which, of course, cannot be denied under law."

APU said some 380 false insurance claims are made daily, costing the motor industry £1.7 million a year and pushing up insurance premiums.

It added that the Insurance Fraud Bureau is currently investigating 49 rings, responsible for around £66 million in false claims.

A learner driver dialled 999 asking for "emergency" police assistance during a row with his instructor.


Call handlers at West Midlands Police were baffled when they received the call from a man just after 8am last Thursday reporting that his instructor had arrived minutes late for their session.

The caller told them: "I've got an emergency... the person who's supposed to be teaching me came late and now she's asking me to get out of her car. She's saying I'm giving her attitude... please come over. I need someone to complain to. Who should I complain to?"

West Midlands Police have released an audio recording of the mobile phone call, which lasts just over two minutes, to highlight the importance of using 999 to report genuine emergencies.

During the call, the instructor can be heard asking the man to get out of the car. The call handler advises the learner to speak to the instructor's employer or the body that regulates driving instructors before stressing the importance of only using 999 to report genuine emergencies.

West Midlands Police Contact Centre Chief Inspector Sally Holmes branded such calls "ridiculous" and said they deflect police resources from people in genuine need of emergency assistance.

She said: "We regularly receive calls on the 9s about lost property, people asking for directions and revellers who've been denied entry to nightclubs. Other recent 'emergencies' include a blocked sink plug in a hotel room and someone who'd forgotten their computer password!

"It's astonishing listening to them but they hide a serious truth. Each call often takes minutes to deal with as staff have to clarify the situation - it might not sound like much but, if someone is trying to get through to report a genuine life or death emergency, then a minute is a very long time to wait.

"I cannot stress enough the 999 number is for emergencies only. This is defined as a crime in progress, if someone suspected of a crime is nearby, when there is danger to life or when violence is being used or threatened. To contact police for any other reason, call 101."

No further action was taken against the caller by the police, a force spokesman confirmed.

Muddy trainers, lost trousers, and parents who couldn't get their children to go to bed are just some of the latest bizarre reasons why 999-callers have phoned the police.

Problems with Sky TV and a complaint about loud love-making were also among reasons they rang 101 or 999, according to data revealed by South Yorkshire Police.

One man in Rotherham even phoned to tell police that his neighbour dislikes him because he used to jump on a trampoline wearing a dress.

There were also two separate incidents where parents rang police to complain that their child would not go to bed when told.

Det Sgt Nigel Taaffe, from South Yorkshire Police, said: 'If you had your children's friends over and one went to the toilet in your Wendy house, most people would just clean it up. But we had someone ring the police.

'If your 14-year-old daughter has got her brand new expensive trainers muddy and her friends are laughing, most people would not ring us. But, again, someone did.

'They are generally one-off issues.

'But there are people who place a disproportionate demand on our resources and not for policing issues.'

South Yorkshire Police released the call handler log to highlight how both emergency and non-emergency numbers are misused.

The force is now sending letters and threatening legal action on those who consistently waste their time and resources.

Det Sgt Taaffe said: 'We're highlighting the fact that they are taking up the valuable time of officers, PCSOs and call handlers.'

Police also fear that real crimes - like hate incidents against the disabled - are meanwhile going unreported.

PC Nick Knowles said: 'There are a lot of people who need us and, therefore, a big demand on our services.

'But there are also some who have difficulty managing aspects of their own lives and don't understand the job of the police.
'They call us up for things most people would know how to deal with themselves.'

Police urged people to call 999 only in emergencies and to use 101 to report less urgent crime or disorder and for general police enquiries.

Caller states that her daughter, 11 years, is 'attacking her'. Questioned further, it turns out her daughter is being a naughty girl and won't go to bed.

Confused caller says she does not seem to be able to get films with her Sky TV card. Advised she would need to speak to Sky.

There is a couple with a big brown dog that is running around. It has not been aggressive towards anyone but caller is concerned as to the size of the dog. He has spoken to the couple about the dog but they have not done anything.

Caller says some children who live round the corner keep coming to her house to play with her daughter. She says that one of them has pooed in her daughter's playhouse. This child is three years old but caller is irate because they should know better.

Caller reporting he has two females, possibly from housing, knocking on his door and he doesn't want to answer it so is asking for police to attend. He states that he is on water tablets so doesn't want to talk to them.

Caller advising that he has found some driving documents that he thought he had previously lost and was wanting to let us know.

Caller wanting to report some youths being a nuisance. They have been coming on the street Christmas carolling but they can't sing and it seems like they are just trying to get some money.

Caller very distressed. The neighbours next door are making love very loudly with the windows open. This has been going on for some time.

Caller reporting four or five youths aged five to 11 on the street and they have thrown a stone at her window and smashed it. On inspection of said window it transpires there is no actual damage, just a mud mark which has wiped off.

Caller was in Newcastle for the weekend and woke up yesterday in his hotel to find his trousers were missing.

Caller reporting her daughter, 12 years, has been to the woods with four friends. They have all crossed a stream, on a log. The log has slipped from under her and she has fallen into the stream. This has ruined her new trainers. She asked them for help to get out of the stream and they stood there and laughed. Caller states that her daughter has then had to walk home with wet feet.

How to see comet PanSTARRS over the UK this week

Sky-watchers in Europe could catch a glimpse of a visitor from very deep space this week - the comet PanSTARRS will be bright and visible in our skies until March 18 this week.

Binoculars are recommended to catch the comet, which will be faintly visible on evenings this week, around sunset, according to Sky and Telescope magazine.

The comet will not return in our lifetimes - its orbit around the sun is thought to take 106,000 years.

PanSTARRS is now at its closest to Earth and being lit up brightly by the light of the Sun.

It was first detected in 2011, when it was 1.2 billion miles from Earth.

The comet - a lump of ancient ice - is thought to have come from the Oort Cloud, a cloud of icy objects the edge of our solar system, almost a light year from the sun.

Skywatchers in the Southern Hemisphere captured spectacular images from Mexico, Uruguay, Chile and New Zealand last week.

The Doc who has charged $5/visit for over 55 years

Charging the price of a fancy cup of coffee, Dr. Russell Dohner has cared for Rushville, an Illinois town of 4,300 people, for more than half a century, delivering 3,500 babies, and never taking a vacation — or even an entire day off.

 

Rushville, Ill., is the kind of place where backyards have gardens instead of grass, and sunflowers wave in the wind. A tiny town, just 4,300 people, named for a doctor and settled by the men who marched back from the War of 1812. Rushville was built on government land, halfway between St. Louis and Chicago, as a gift to veterans. Those who did not come back got a statue on the courthouse square and were called heroes. “In a mercenary world,” a waiting patient told me, “this place is an oasis.”

 

But there is another sort of hero in Rushville today — one the town treasures, and can also touch. Dr. Russell Dohner has been looking after his neighbors for 55 years, charging them about what we pay for a fancy cup of coffee: five bucks a visit.

 

 

Making a difference

Doc Dohner doesn’t believe in tossing things away, and that keeps costs down. The only thing modern in his office is medicine.

Most of his nurses have been with him nearly as long as his furniture. They’re paid well because Doc works around the clock. He will go anywhere, at any time, to help those in need, often arriving before emergency crews. He once saved a small boy from smothering to death in a corncrib, once climbed down into a coal mine to help rescue four men.

Dohner broke his own back a few years ago and has had a heart attack — the only times he’s ever closed his clinic. He took time off until patients started coming to his house seeking medical care.
He does have help. Doc brought half the Rushville hospital staff into the world, including the woman who runs the place, Lynn Stambaugh. She used to wash dishes at the hospital. Dohner inspired her to go to nursing school.

I asked her why Doc never burned out.

"Well, I think because every day he makes a difference to at least one person, and if you can do that, you can go on.”

The morning we first met, back in 1983, Dohner had been to surgery twice, prepped a broken arm, handled two emergency cases, checked on 50 patients and delivered three babies. It was not yet 10:30.

 

 

No days off

He has only one hobby: trees. He’s donated 10,000 of them to this prairie town. Now and then he does slip away to go fishing on a Thursday afternoon, but he’s usually in his tie, and always near a phone.

He has not, in 55 years, had a vacation, not even a full day off. What would he do, if he did take a day off?

“I would like to go to Missouri,” Doc says.

Missouri is only 58 miles west of Rushville.

“Yes, but I have to take care of my patients first.”

The last time Doc left Illinois was during World War II. He was a military policeman in the Army, guarding President Harry Truman. “I was close enough to touch him,” Doc smiles, “but he wouldn’t have liked that.”

Dr. Dohner was born 85 years ago on a nearby farm, one of seven children. He worked to pay his own way through Northwestern University medical school.

He had his heart set on being a big-city cardiologist, but decided, “Rushville needed a doctor, so I stayed. It’s the way it’s got to be, if I take care of what comes.”

Russell Dohner has won dozens of awards for the quality of his practice and was runner-up for Country Doctor of the Year. Every morning before the sun peeks over the water tower, dozens of people are crammed into his waiting room.

He takes no appointments. Those who are seriously ill use the back door to get immediate attention; others sit for an hour or more to visit a doctor who knows more about them than some of their families do.

The first baby he delivered now drives her granddaughter 30 miles for an office visit. “When your little girl gets carried to surgery by the doctor instead of one of the nurses, she will learn to trust him, too,” she said.

Doc has no children of his own — unless you count the 3,500 babies he’s delivered. That’s more than the population of Rushville.

Professor Albert Einstein's theory of how the universe is expanding has been proved right by scientists
Albert Einstein has been proved correct in his view of how the universe is expanding, according to a new scientific study.

The new test of Einstein's view of the universe has proved him right with "incredible accuracy" and is helping scientists to understand the mysterious acceleration of the universe.

A team of cosmologists have announced at the National Astronomy Meeting being held at the University of Manchester, the most accurate measurement ever made from when the expansion of the universe began to accelerate.

It means that the phenomenon can be explained using just Einstein's general theory of relativity and the cosmological constant - the simplest theoretical explanation for the acceleration of the universe.

The results will be used to understand what is causing the acceleration and why, and will shed new light on dark energy - the name adopted for the fundamental agent driving the acceleration about which little is known.

The cosmologists from the University of Portsmouth and the Max Planck Institute for Extraterrestrial Physics have examined the period between five and six billion years ago when the universe was almost half its present age and made measurements of extraordinary accuracy - within 1.7%.

The findings support Einstein's general theory of relativity which predicts how fast galaxies, separated by large distances, should be moving toward one another and at what rate the structure of the universe should be growing. The conclusions are consistent with the concordance model of a universe that bloomed from the big bang 13.7 million years ago.

Team member Dr Rita Tojeiro said: "The results are the best measurement of an intergalactic distance ever made, which means cosmologists are closer than ever to understanding why the universe's expansion is accelerating.

"One of the great things about Einstein's general theory of relativity is that it is testable. Our results support the theory and are fully consistent with the notion that constant vacuum energy - empty space creating a repulsive force - is driving the acceleration of the universe. These are profound statements that describe the physics of our universe at the most fundamental level.

"Critically, the results find no evidence that dark energy is simply an illusion stemming from our poor understanding of the laws of gravity - Einstein's theory has passed its most stringent test yet at extra-galactic scales."

On March 16, 2012, President Obama issued an executive order entitled, "NATIONAL DEFENSE RESOURCES PREPAREDNESS." (http://www.whitehouse.gov/the-press-office/2012/03/16/executive-order...)

 

This executive order states that the President alone has the authority to take over all resources in the nation (labor, food, industry, etc.) as long as it is done "to promote the national defense" -- a phrase so vague that it could mean practically anything.

 

The power to seize control and take over these resources is delegated to the following government authorities:

 

(1) the Secretary of Agriculture with respect to food resources, food resource facilities, livestock resources, veterinary resources, plant health resources, and the domestic distribution of farm equipment and commercial fertilizer;

 

(2) the Secretary of Energy with respect to all forms of energy;

(3) the Secretary of Health and Human Services with respect to health resources;

(4) the Secretary of Transportation with respect to all forms of civil transportation;

(5) the Secretary of Defense with respect to water resources; and

(6) the Secretary of Commerce with respect to all other materials, services, and facilities, including construction materials.

 

This takeover is designed, in part, to "stockpile supplies" for the U.S. military. Authority for this total takeover of all national resources is granted with nothing more than the writing of a single statement that claims these actions are necessary to "promote the national defense." As stated in the order:

 

the authority delegated by section 201 of this order may be used only to support programs that have been determined in writing as necessary or appropriate to promote the national defense:

 

(a) by the Secretary of Defense with respect to military production and construction, military assistance to foreign nations, military use of civil transportation, stockpiles managed by the Department of Defense, space, and directly related activities;

 

What all this means is that the U.S. government now claims the power to simply march onto your farm with guns drawn and demand all your crops, seeds, livestock and farm equipment.

 

 

Think I'm exaggerating? Read it yourself!

 

And for those living in denial who refuse to accept the reality of what's happening in America, remember the following:

For what other purpose would this be issued in an executive order if it was not seen as actionable by the government? This piece of paper, you see, gives them the (false) authority to do whatever they want and then have the front-line soldiers who carry it out claim "we're only following orders."

Understanding the fraud
This executive order starts out by stating that the U.S. President is the "Commander in Chief" of the U.S. military. This is false. He is not the commander in chief unless and until Congress declares an Act of War. No acts of war have been declared in recent memory, and certainly not under Obama who doesn't even seek congressional approval for war.

 

So Obama is in no way a "Commander in Chief." In fact, it is questionable whether he is even a U.S. citizen.

 

The phrase "national defense" can be twisted to mean almost anything. It could be invoked from something as harmless as a barge sinking in the harbor. It could even be invoked based on fabricated intelligence such as a fake website post from someone alleged to be "Bin Laden's second in command" who appears to shout some sort of threat against the United States of America. So the claim that this seizing of national resources will only be done under some sort of national defense emergency is pure bunk -- both Obama and Bush before him have already declared we are living under a national defense emergency! Thus, the conditions described in this executive order have already been triggered. It is already in effect!

 

Notice how nothing in this document talks about protecting the People? Serving the People? Supporting the People? It's all about protecting the government! The government needs stockpiles of weapons, food and resources -- but YOU don't! Such is the philosophy of current government which sees itself as all powerful and the People as helpless, mindless slaves of the state.

 

Tyrannical governments concern themselves with important concepts such as continuity of government but never the continuity of liberty for the People. At the first drop of a hat, liberty gets thrown out the window to keep government in power.
